A Joint Agency
City of Thousand Oaks/Conejo Recreation and Park District
2100 E. Thousand Oaks Blvd., Thousand Oaks, CA 91362
(805) 449-2100 (805) 495-6471

TO: Board of Directors

FROM: COSCA Staff

DATE: September 11, 2019

SUBJECT: Authorization to Accept 4.46 Acre Parcel in Mt. Clef Ridge Open
Space (1,000 feet North of Campus Drive/Briar Bluff Circle) and
1.96 Acre Parcel in Conejo Ridge Open Space (0.25 mile
Northwest of Willow Lane/Ventura Freeway) from City of
Thousand Oaks

RECOMMENDATION:

Authorize Board Secretary to execute necessary documents to accept transfer of 4.46-
acre open space parcel in Mt. Clef Ridge Open Space and 1.96-acre parcel in Conejo
Ridge Open Space from City of Thousand Oaks to COSCA.

BACKGROUND:

On November 12, 2002, the Thousand Oaks City Council approved the purchase of a
4.46-acre parcel in the Mt. Clef Open Space (APN 521-0-011-425) and a 1.96-acre
parcel in the Conejo Ridge Open Space (APN 676-0-180-175) (Attachment #1). Both
parcels are adjacent to existing COSCA-owned open space and were identified as
being within “high priority” areas for acquisition.

Funding for these purchases was approved as part of the Capital Improvement Project
budget for FY 2001-2003 (CIP 1227 – Open Space Acquisition Citywide). However, the
November 12, 2002 action did not include a request for transfer of the parcels to
COSCA once the purchase was completed. In order to facilitate reconciliation of open
space ownership with purchase funding sources, staff is requesting authorization to
transfer the parcels in question to COSCA for long-term stewardship at this time.
