Thousand Oaks Blvd., Thousand Oaks, CA 91362 <br />(805) 449-2100 (805) 495-6471 <br /> <br />TO: Board of Directors <br /> <br />FROM: COSCA Staff <br /> <br />DATE: September 11, 2019 <br /> <br />SUBJECT: Amendment to COSCA Conflict of Interest Code <br /> <br />RECOMMENDATION: <br /> <br />Approve Resolution No. 2019-02 amending COSCA's Conflict of Interest Code. <br /> <br />BACKGROUND: <br /> <br />The Political Reform Act requires every local government agency to review its conflict of <br />interest code biennially. The conflict of interest code tells public officials, governmental <br />employees, and consultants what financial interests they must disclose on their <br />Statement of Economic Interests (Form 700). <br /> <br />To ensure conflict of interest codes remain current and accurate, each local agency is <br />required to review its code at least every even-numbered year. In August 2018, COSCA <br />received the Biennial Review Notice for 2018 from the California Fair Political Practices <br />Commission (FPPC). At that time, the Thousand Oaks City Clerk Department reviewed <br />COSCA's Conflict of Interest Code and determined no changes were necessary. <br /> <br />Although the next review is not scheduled until 2020, staff has determined an update to <br />COSCA’s Conflict of Interest Code is appropriate due to the following staffing revisions: <br /> <br />• Modification of the COSCA Manager position to COSCA Administrator; <br />• Reclassification of the Assistant Planner position to CDD Analyst. <br /> <br />COSCA's Conflict of Interest Code was previously updated and subsequently approved <br />by the COSCA Board on September 14, 2016 due to the addition of the Assistant <br />Planner position. <br /> <br />
