CALL TO ORDER: <br />Chair Skei called the special meeting to order at 5:34 p.m. and led the Flag Salute <br />in the Board Room, 2100 Thousand Oaks Boulevard, Thousand Oaks, California. <br />2. ROLL CALL: <br />Vice-Chair Huffer, Director Jones, Director Nickles, and Chair Skei present. <br />Also present were: CRPD General Manager Friedl, Assistant City Attorney <br />Liberman, COSCA Administrator Stark, and Recording Secretary Goor. <br />3. PUBLIC COMMENTS: <br />Speakers/Written Statements: None. <br />4. REQUESTED CLOSED SESSION: <br />A Closed Session was held regarding Conference with Legal Counsel on behalf of <br />the COSCA Board of Directors – Anticipated Litigation: Initiation of litigation <br />pursuant to California Government Code Section 549569(d)(4) (1 case). The <br />Board entered Closed Session at 5:38 p.m. <br />The Board adjourned the Closed Session at 5:54 p.m. and returned to open <br />session at 5:57 p.m. Assistant City Attorney Liberman announced that the COSCA <br />Board of Directors had voted to initiate litigation, to retain the law firm of Baron & <br />Budd, and that details of the litigation would be made publicly available upon <br />successful service of process. <br />5.
